Our Story
Hollis Rutledge & Associates, Inc. (HRA) was founded in February 1993 by Hollis Rutledge, who recognized the need for specialized expertise in local, state, and federal government affairs. A proud native of Mission, Texas, Hollis has served twice as a Presidential Appointee in the Southwestern U.S. He was appointed by President Ronald Reagan as a Special Assistant overseeing five states within the Housing and Urban Development Administration and later appointed by President George Bush as a Regional Administrator for the General Services Administration, serving eleven states. Before his federal appointments, Hollis honed his skills as a local circuit City Manager and through his own architectural firm.

In 1999, Sheila M. Valles-Pankratz joined HRA as Executive Vice President. With a background as the former Assistant Director for Tech Prep of the Rio Grande Valley, Inc. (now LEAD) and as a Budget Analyst for the Ohio Department of Administrative Services, Sheila brought invaluable expertise in budgeting, program reporting systems, strategic planning, and government procurement. Recognizing a critical need for support in program design and grant administration, she has made these services integral to HRA’s mission.

Over the years, HRA has successfully partnered with local cities, school districts, county governments, economic development corporations, and special purpose districts, offering a wide range of management and marketing services. We take pride in having secured over $90 million in funding for our clients through federal, state, and foundation sources. With 31 years of experience, HRA specializes in grant management and administration, strategic planning and budgeting, governmental issue management, and program development, among other services. Our dedicated team boasts over 150 years of combined experience, continually striving to identify positive solutions to the challenges of the 21st century.
